At an extended government meeting on February 7, 2024, President Kassym-Jomart Tokayev outlined the parameters for increasing electricity tariffs in Kazakhstan, Zakon.kz reports .
The President stated that the country is experiencing a shortage of capacity for the production and transmission of electricity, heat and water.
“This was the result of a number of miscalculations – large and small: the refusal to complete the construction of the Balkhash Thermal Power Plant, the lack of transparency in the work of natural monopolies, as well as the artificial containment of tariffs. We need a deep reform of the industry, including several systemic elements” – Kassym-Jomart Tokayev
He also stated that the system for setting tariffs will change; they should be long-term, allowing investments to be recouped within a reasonable period of time and the proper condition of infrastructure facilities to be maintained.
“Natural monopoly entities must be allowed to include a certain rate of profit in the tariff. Effective control is of fundamental importance, which can only be ensured through the complete digitalization of all processes in this area. It is necessary to implement a system for recording resources and transmitting data online. The increase in tariffs must be accompanied by targeted subsidies to consumers” – Kassym-Jomart Tokayev
According to the president, the tariff formation process should be simplified and automated as much as possible.
In addition, the government should develop a detailed set of measures to restore and develop the country’s utility and energy infrastructure. Akims should also be actively involved in the improvement of cities and combat their pollution.
As the head of state noted, it is necessary to build, primarily in large cities, plants for processing solid household waste, attracting investors for this, and also engage in urban greening.

The President emphasized that a serious, comprehensive reform will be carried out in the housing and communal services sector, which will make it possible to gradually eliminate all the accumulated problems in this area.
In addition, Tokayev said that it is necessary to accelerate the modernization of the utility and energy sector. The President emphasized that ensuring the uninterrupted operation of all life support systems in settlements is one of the basic functions of the government and akimats.
